The Maritime and Port Authority of Singapore (MPA) on Friday (10 February) issued Port marine Circular No. 03 of 2023 which explains crew change and shore leave requirements for cargo ships in the port of Singapore and applications for unvaccinated crew to enter the republic:
Requirements for crew change and shore leave
This circular supersedes Port Marine Circular (PMC) No. 19 of 2022.
In view of the improving global COVID-19 situation, low impact of imported cases on our healthcare capacity, and the absence of signs of threatening variants, Singapore will stand down the remaining COVID-19 border measures.
From 13 February 2023, all non-fully vaccinated travellers entering Singapore will no longer be required to show proof of a negative Pre-Departure Test. Non-fully vaccinated short term visitors will no longer be required to purchase COVID-19 travel insurance. Applications are to be made directly to the ICA CREW system via [email protected]™. Crew vaccination application
All individuals aged 18 years and above (including short-term visitors) may receive vaccination and boosters under the Private Vaccination Programme (PVP). As this is a private arrangement, the vaccinations will be at the individual’s own cost.
