Singapore set to become first port in the world to debut electronic bunker delivery notes

The Maritime and Port Authority of Singapore (MPA) on Monday (23 October) said it will launch the digital bunkering initiative on 1 November 2023, becoming the first port in the world to implement electronic bunker delivery notes (e-BDN).

This was announced by Mr Chee Hong Tat, Acting Minister for Transport and Senior Minister of State for Finance during the International Safety@Sea Conference yesterday. 

“Bunkering is the process of supplying fuels to ships for their own use. Currently, the maritime industry relies on physical bunker delivery notes, a standard document required by the International Convention for the Prevention of Pollution from Ships that contains information on fuel oil delivery,” MPA said in a statement. 

“To boost efficiency and transparency during the bunkering process in Singapore, MPA will launch its digital bunkering initiative to implement electronic bunkering processes and documentations, such as e-BDN, from 1 November 2023.”

Over 100 trials have been conducted since January 2023, involving more than 20 companies in the Singapore bunkering ecosystem. Feedback from users will continue to be gathered to improve these solutions with plans to make digital bunkering a mandatory requirement by end 2024. Meanwhile, MPA will continue to explore and work with the industry on other enhancements, including automating the data flow from Mass Flow Meters.

Licensed bunker suppliers, ship owners, operators and crew are encouraged to utilise the mobile and cloud solutions approved by MPA to complete and issue digital bunkering documents, which can save close to 40,000 man-days per year for the bunker industry. 

MPA has approved these solutions to ensure conformance to standards and that they meet cybersecurity, baseline functionality, risk management and regulatory reporting requirements. These digital solutions will automatically relay bunkering-related information required by MPA, thereby reducing compliance costs and improving productivity. The digital approach also streamlines workflow and enhances crew safety by eliminating the need for physical transfer of bunker documents between vessels. 

The industry-led Singapore Standards Council is developing a new Specification for digital bunkering supply chain documentation and revising the existing SS648:2019 Code of Practice of Bunker Mass Flow Metering to support electronic bunkering documentation. MPA is also working with Enterprise Singapore and Workforce Singapore to support maritime companies in the early adoption of digital bunkering and manpower upskilling.

According to MPA’s current list of approved digital bunkering solutions, three providers have been whitelisted so far. MPA has noted that the list will be progressively updated:

Manifold Times previously reported International Bunker Industry Association (IBIA) stating that the International Maritime Organization has formally confirmed that bunker delivery notes (BDNs) are acceptable in either hard copy or digital form providing they meet the relevant requirements of MARPOL Annex VI with additional protection and verification requirements for electronic BDNs.

Port of Nanaimo achieves milestone with first LNG bunkering operation

Port of Nanaimo on Wednesday (18 June) said the first LNG bunkering operation in the port was completed with shipowner Seaspan, marking a new milestone for the Canadian port.

Bunker vessel Seaspan Garibaldi successfully completed a ship-to-ship LNG bunkering operation at anchor to Lake Saint Anne, an LNG-powered car carrier chartered by EUKOR and managed by Eastern Pacific Shipping Limited (EPS). 

“With multiple successful LNG bunkering operations already completed in 2025 for car carriers, tankers, container ships, and cruise ships, Seaspan Energy is setting the standard for reliable LNG ship-to-ship bunkering on the West Coast of North America,” the port said in a social media post.  

“The Port of Nanaimo is supportive of the Vancouver Fraser Port Authority and Seaspan’s groundbreaking efforts to introduce cleaner fuels into the marine industry. Seaspan Energy is the first company in Canada to provide ship-to-ship LNG bunkering solutions and have three vessels working on the West Coast of North America.”

A meeting between representatives of Shanghai Chimbusco Marine Bunker Co., Ltd. (Chimbusco Shanghai), SIPG Energy Shanghai, PetroChina SIPG Energy, and Hongkou Customs took place at the Shanghai Customs Inspection Office on Thursday (12 June).

According to Chimbusco Shanghai, the meeting’s objective was to discuss the implementation of a high-sulfur and low-sulfur fuel blending business at Shanghai.

During the meeting, a member of the Shanghai Customs Inspection Office stated it will take the opportunity of PetroChina SIPG Energy to carry out this business to promote the development of enterprises in Hongkou District.

The development will improve the utilisation rate of Chimbusco Shanghai bonded storage tanks, improve storage functions, and help improve Shanghai Port’s bonded ship fuel supply industry.

After the meeting, PetroChina SIPG Energy submitted a formal application to Hongkou Customs.

Moving forward, Hongkou Customs will formulate a reconciliation plan, open a special account book, and promote the implementation of this business.

Quadrise, the supplier of MSAR® and bioMSAR™ emulsion technology for fuels and biofuels to the shipping and heavy industry, is expected to commence commercial-scale marine trials with MSC, Cargill in the third quarter of 2025.

“The expected bilateral agreements between MSC and Cargill, and Cargill and Quadrise, to initiate the commercial-scale marine trials are now in near final form and are expected to be concluded soon,” it said in a statement on Tuesday (10 June).

Following signature, the trial equipment will be installed and commissioned at the MAC2 site in Antwerp, ahead of the commercial-scale marine trials commencing in Q3 2025.

“Quadrise has continued to make progress throughout 2025 to date,” commented Andy Morrison, Chair of Quadrise.

“Whilst some developments have taken longer than originally anticipated, we are more convinced than ever in the strength of our technology, the scale of the opportunity, and our ability to successfully deliver on our strategy.

“We enter the next quarter with real momentum and expect to achieve several important operational milestones which will bring us significantly closer to commercial deployment and long-term value creation for our shareholders.”
