Singapore, LA and Long Beach unveils Partnership Strategy for Pacific Ocean green and digital shipping corridor

The Maritime and Port Authority of Singapore (MPA), Port of Los Angeles (POLA) and Port of Long Beach (POLB) on Wednesday (6 December) unveiled a Partnership Strategy for a green and digital shipping corridor (GDSC) across the Pacific Ocean at the 28th United Nations Climate Change Conference.

The release of the Partnership Strategy follows the signing of a memorandum of understanding (MoU) by MPA, POLA and POLB during Singapore Maritime Week in April 2023. The MoU formalised the partnership, which is supported by C40 Cities, with the aim of establishing a GDSC connecting the three global hub ports.

The scope of cooperation through the Partnership Strategy and success indicators specified within build upon the MoU signed in April 2023 and reaffirm the corridor partners’ commitment to drive global action to digitalise and decarbonise the shipping industry and improve efficiencies.

The GDSC Strategy outlines steps to accelerate decarbonisation of the maritime shipping industry by enabling first mover organisations to achieve net-zero greenhouse gas emissions by the earliest feasible date, in support of the goals defined by the 2023 International Maritime Organization’s Strategy on Reduction of GHG Emissions from Ships. The ports and C40 will work together and with value-chain stakeholders from the fuel and maritime sectors to:

● Coordinate decarbonisation efforts: GDSC partners will help to catalyse and coordinate efforts to enable ships calling at the Port of Singapore, Port of Los Angeles and Port of Long Beach to achieve net-zero greenhouse gas emissions by the earliest feasible date. 

● Build consensus on green shipping best practices: GDSC partners will seek to establish consensus around green shipping best practices and standards.

● Improve access to and adoption of technology and digital solutions: To enhance supply chain efficiency, resilience and decarbonisation while reducing costs and improving reliability, GDSC partners will work to develop and deploy innovative technology and digital solutions.

● Leverage networks: GDSC partners will work with stakeholders involved in other green shipping initiatives, including those established by the three ports and other parties, to scale the uptake of zero and near-zero emission technologies, fuels and energy sources.

To achieve these aims, a partnership structure and governance mechanism have been developed to provide clarity on the roles and responsibilities of GDSC partners. The strategy also outlines processes for onboarding new participants, financial management, confidentiality and decision-making.

As next steps, the ports and C40 have commissioned a study to analyse trade flows and vessel traffic between Singapore, Los Angeles and Long Beach. The study will estimate the quantity of near-zero and zero-emission fuels required for this traffic, and guide implementation by identifying opportunities for collaboration to advance the development of the GDSC.

The founding partners will now engage stakeholders from across the shipping and fuel supply value chains that share the GDSC's vision and aims, with the intention of onboarding new corridor participants in 2024.

We have embarked on evaluating the various digital solutions and zero and near-zero fuels options that could be trialled along the route between Singapore and the San Pedro Bay Port Complex. We look forward to the support of all the corridor stakeholders over the coming months to conduct trials and potentially scale them for wider adoption.”

“Over the last two decades, we've learned that collaboration between maritime industry partners is the key to making meaningful progress in reducing emissions and cleaning the air,”Port of Long Beach CEO Mario Cordero said. “This trans-Pacific green shipping corridor takes this concept global. The strategies we develop here can be used as a roadmap by a larger network of seaports and supply chain companies to invest in programs, technologies, software and infrastructure to decarbonize international trade everywhere.”

Singapore-Rotterdam Green and Digital Shipping Corridor partners to implement first-mover pilot projects

The Maritime and Port Authority of Singapore (MPA) and the Port of Rotterdam on Tuesday (25 March) said they have signed a Cooperation Agreement to further strengthen their efforts on the Rotterdam-Singapore Green and Digital Shipping Corridor

This follows the success of the corridor as a driving force of maritime decarbonisation and digitalisation since its inception in 2022.

The two ports have since brought together 28 partners across the entire container shipping value chain to drive the deployment of sustainable fuels on the 15,000-kilometer shipping route and implement digital solutions for improved efficiency. 

The collective ambition is to reduce greenhouse gas emissions of large container vessels on the corridor by 20-30% by 2030, while accelerating the adoption of global standards and solutions to facilitate efficient port calls, flow of goods, and enable paperless handling.

To support the decarbonisation of shipping, the collaboration focused on testing and accelerating the adoption of sustainable fuels, with the aim of making them available, accepted and affordable for large-scale use. Emphasis will be on bio- and e-variants of ammonia, methanol, and methane, with working groups established for each fuel type.

Since 2022, several first-mover pilot projects have been carried out, including the first successful bunkering of mass-balanced liquefied bio-methane at the Port of Rotterdam. A similar trial is planned in Singapore in 2025. 

Other achievements include the completion of a Life Cycle greenhouse gas Assessment (LCA) of green ammonia as a marine fuel, and strong support for the development and implementation of the Port Readiness Framework of the International Association of Ports and Harbors (IAPH), which helps ports assess their preparedness to supply sustainable marine fuels.

In the next phase, the partners plan to conduct further studies and trials for the bunkering of bio-methane, methanol and ammonia to support their future use along the shipping corridor. They also aim to develop and mobilise financial instruments to address the cost barriers associated with using low- and near-zero emission fuels.

On the digital front, the two ports have successfully trialled the exchange of port-toport data to exchange vessel arrival and departure timestamps. In support of digital initiatives  by the IMO, this effort aims to optimise vessel arrival planning and port operations between Singapore and Rotterdam. 

Both ports have also established ship-to-shore data exchange infrastructure to enable efficient and secure submission of port clearance information. This saves time and minimises data entry errors through automated data filling. The first phase to trial the use of global standards and digital solutions began in March 2025, with an enhanced solution scheduled for testing in the second half of 2025.

Both government and industry partners are at Singapore Maritime Week to advance the discussions and work on realising the goals of the Green and Digital Shipping Corridor.

“At the same time, we still have a lot of work ahead of us and we are looking forward to continue our work on this together with the Maritime and Port Authority of Singapore.”

Singapore and India on Tuesday (25 March) have signed a Letter of Intent (LOI) to cooperate on maritime digitalisation and decarbonisation, according to the Maritime and Port Authority of Singapore (MPA)

The LOI was inked by Mr Teo Eng Dih, Chief Executive of MPA, and Mr R. Lakshmanan, Joint Secretary of the Ministry of Ports, Shipping and Waterways (MOPSW) of India, and witnessed by Dr Amy Khor, Senior Minister of State, Ministry of Sustainability and the Environment and Ministry of Transport, Singapore, and Mr Sarbananda Sonowal, Minister of Ports, Shipping and Waterways of India.

Under the LOI, both sides will collaborate on maritime digitalisation and decarbonisation projects, including identifying relevant stakeholders who could contribute to the effort, and work towards formalising the partnership through a memorandum of understanding on a Singapore-India Green and Digital Shipping Corridor (GDSC).

India is a leading player in information technology with the potential to become a major producer and exporter of green marine fuels. Singapore, as a key transshipment and bunkering hub, also supports a dynamic research and innovation ecosystem.

The Singapore-India GDSC, when established, will enhance collaboration from both countries and help accelerate the development and uptake of zero or near-zero GHG emission technologies and the adoption of digital solutions.

Halifax Port Authority secures funding for green shipping corridor and infrastructure projects

Canada’s Minister of Transport and Internal Trade Anita Anand on Wednesday (5 February) said an investment of up to CAD 22.5 million (USD 15.7 million) has been granted to Halifax Port Authority from Transport Canada to prepare the port for future bunker fuels and energy sources.

The investment includes CAD 22.5 million to accelerate development of the Halifax – Hamburg green shipping corridor. 

Initiatives under this segment include preparing to host and potentially refuel alternative fuel-powered vessels, establishing a hydrogen production facility and electrifying port equipment to reduce emissions. 

The remaining CAD 2.5 million will be used for the Ship to Shore Crane Infrastructure project, under the National Trade Corridors fund, to relieve supply chain congestion, expand terminal capacity, and increase speed and efficiency when servicing larger vessels at the Port of Halifax.

“Our ports are essential to global trade and to Canada’s economy. By investing in green shipping corridors, supply chain infrastructure, and clean technologies, we’re taking decisive action to reduce emissions,” Anita Anand said. 

“Together, we’re building a sustainable future for transportation, while supporting jobs and driving economic growth in Nova Scotia and beyond.”
