Indonesia will allow the consumption of 3.5% sulphur limit marine fuel within its domestic shipping trade from 2020 onwards.
A memo dated October 2018 circulated by its Ministry of Transportation Directorate General of Sea Communication (translated: Kementerian Perhubungan Direktorat Jenderal Perhubungan Laut), seen by Manifold Times, indicated the development.
The document recommended Indonesia-flagged vessels wishing to perform international voyages without consuming low sulphur fuel oil (LSFO) to install scrubbers, or any technology approved by the Indonesian Ministry of Transport, before 1 January 2020.
Additionally, it stated all Indonesia-flagged ships that perform only domestic trades still being able to consume 3.5% sulphur limit marine fuel. A condition these vessels must fulfil is to submit their respective bunker consumption log annually starting 1st January 2019 and latest by 30 March in the following year.
From 1 January 2020, the limit for sulphur in fuel oil used on board ships operating outside designated emission control areas in international waters will be reduced to 0.50% m/m (mass by mass).
