Malaysia: MMEA detains oil tankers for illegal STS crude oil transfer in Melaka

The Melaka and Negeri Sembilan Malaysian Maritime Enforcement Agency (MMEA) on Wednesday (27 March) said it detained two ships that were conducting an illegal ship-to-ship (STS) transfer of crude oil on 26 March in waters off Kuala Linggi, Melaka.

Melaka and Negri Sembilan MMEA director Capt (M) Mohd Khairi Abd Aziz said a patrol vessel found the ships about three nautical miles south of Tanjung Dahlan. 

“Investigations found the tanker was transferring an oil cargo, suspected to be crude oil, to another tanker without having any documents of authorisation to carry out the operation,” said Capt Mohd Khairi.

The first tanker, registered in Panama, was operated by 26 crew including a captain including 16 Chinese nationals, four Sri Lankans and six Myanmar nationals.

While the second tanker, registered in Palau, was operated by 22 crews including the captain, 19 Russians, and three more from Georgia, Latvia and Indonesia.

The tankers were detained for investigations under Section 49 1B(1)(k) of the Merchant Shipping Ordinance 1952 for conducting a STS oil transfer illegally and Section 49 1B (1)(l) for anchoring without permission. 

If found guilty, the offenders can face a fine up to MYR 100,000 or up to two years’ jail or both.

Singapore: Liberia-flagged tug “Spec Nichole” placed under Sheriff’s arrest

A Liberia-flagged Anchor Handling Tug Supply (AHTS) vessel, Spec Nichole, was arrested in Singapore waters on Saturday (3 May). 

The vessel was added to the list of vessels under Sheriff’s arrest in Singapore’s court system. 

According to the list, the vessel was arrested at 10.17am and the arresting solicitor listed was law firm Rajah & Tann Singapore LLP. The ship is currently held at Western Anchorage – Grid 4914A.

No details were provided in the list regarding the reason behind the arrest.

According to a social media post two months ago, the vessel is operated by ABC Maritime, a Swiss-based family-owned group of companies.

ABC Maritime commercially and technically manages a fleet of vessels including chemical tankers, offshore support vessels and bulkers.

Malaysia: MMEA detains tanker for anchoring without permission near Port Klang

The Malaysian Maritime Enforcement Agency (MMEA) on Wednesday (23 April) said it detained a tanker for anchoring without permission at 5.9 nautical miles west of Pulau Pintu Gedong at about 3.15pm on 22 April. 

The ship was operated by a 36-year-old Thai captain with 16 crew members aged between 20 and 55 years, consisting of 13 Thais including two women, two Myanmar nationals and an Indonesian national.

The inspection found that the ship had committed an offence under the Merchant Shipping Ordinance 1952 by not obtaining permission from the Director-General of the Malaysian Maritime Department and for failing to fly the Malaysian flag. 

The tanker’s Second Deck Officer and Second Engineer were taken to the Pulau Indah marine police jetty for further action.

A Marshall Islands-flagged bulk carrier, Alpha, was arrested in Singapore waters on Friday (21 March). 

The vessel was added to the list of vessels under Sheriff’s arrest in Singapore’s court system. 

According to the list, the vessel was arrested at 1.11am and the arresting solicitor listed was law firm Rajah & Tann Singapore LLP. The ship is currently held at Eastern Special Purposes A Anchorage, A/5617C.
