Hong Kong-based marine fuel and lubricant trading company Hongkong E-Marine Supply Service Corporation Limited (E-Marine) on Friday (31 January) introduced its first Singapore-based trading staff to the bunkering sector, learned Manifold Times.

Travis Tey joins E-Marine as Global Marine Fuel Sales & Procurement Manager with immediate effect; he is responsible for marine fuel procurement for ports outside of China and South Korea, and heads the company’s customer sales outside of China.

Prior to his latest move, Mr Tey was mainly involved in sales and business development at several top bunker trading firms since joining the sector in 2011. Before his latest stint as Senior Bunker Trader at Delta Energy Fuel Supply & Trading, he has worked for Hanwa Singapore, World Kinect Corporation, Wan Xian Resources Singapore, and Asia Pacific Exchange (APEX).

“Travis, who understands the working culture between bunkering stakeholders within and outside Hong Kong and China, is the perfect person to carry out our organisation’s expansion plans into the international market,” shared Darcy Wang, Managing Director of E-Marine.

“Since the launch of our Singapore branch office in early 2024, E-Marine has successfully been operating as a bridge between ex-wharf players and local physical bunker suppliers since entering Singapore’s ex-wharf market.

“Having taken a year to establish a presence at Singapore – the world’s largest bunkering port – where many of our customers and bunker trading partners are based, we are now ready to use the republic as a launchpad to penetrate the global bunkering sector as part of our company’s next evolution.”

Mr Tey believes he will be able to contribute towards E-Marine’s success.

“E-Marine started operations as a small trader in 2016 and grew into a medium-sized trading house in the Covid-19 pandemic during 2023, which gradually prompted its expansion into Singapore,” he said.

“Working from the largest international bunker trading houses to several Chinese firms have given me the correct exposure, knowledge and mindset to take E-Marine to the next commercial level.

“I intend to carry on the good foundation laid out by Darcy and introduce the good name of E-Marine to the international scene.”

IBT Bunkering & Trading appoints Kevin Döhmen to lead Singapore expansion

Hamburg-based marine fuels firm IBT Bunkering & Trading on Wednesday (12 August) said it has appointed Kevin Döhmen as Executive Vice President to lead the company’s new Singapore office.

Manifold Times previously reported the company announcing that it is opening its doors in Singapore and will be running a trading desk in the city-state after trading bunkers out of Hamburg since 1976.

The company said Döhmen will lead the new Singapore office, with theresponsibility for managing and developing the operation and strengthening relationships with customers and partners.

IBT said the Singapore office represents an important first step in strengthening its presence in Asia.

“At the same time, we are actively exploring further opportunities to expand our activities and establish new partnerships in this key maritime hub,” the company said.

Döhmen said: “Singapore is the heartbeat of global bunkering. Bringing IBT’s Hamburg roots — 50 years of them — onto the ground in this hub is a real privilege, and I couldn’t be more ready for it.”

IBT said it will maintain the service approach established through its Hamburg operations while building its activities in Singapore.

The company described the move as bringing together its Hamburg roots and Singapore presence through a global bunker network.

Reed Smith relocates sanctions partner Alex Brandt from London to Singapore

Global law firm Reed Smith on Tuesday (11 August) announced the relocation of global shipping and sanctions partner Alex Brandt from London to Singapore.

Brandt advises insurers, owners, charterers, brokers, and traders on all aspects of sanctions-related challenges, providing analysis of applicable legislation, assistance with due diligence work, and training.

He has extensive experience of U.S. and UK government investigations, disclosures, and enforcement actions and has been centrally involved in many of the most high-profile designations, seizures, and enforcement actions brought against members of the international shipping community.

Brandt also has wide-ranging experience drafting protective language for transportation, trade and financing contracts, and has worked with major lenders and other organisations to develop best-in-class compliance programmes. He also has sat on a number of BIMCO and other organisations’ drafting committees, assisting in the development of industry standard clauses.

In addition to his role in the global sanctions practice, Brandt routinely advises on contractual and tortious rights and obligations pertaining to a wide range of dry shipping matters, including charterparties, P&I club rules, bills of lading, ship sales and purchases, and shipbuilding.

Brandt has previously spent four years in Reed Smith’s Hong Kong office, where in addition to his dry shipping work, he assisted in a number of casualty investigations and criminal prosecutions arising from major casualties.

Praj Samant, Reed Smith’s Asia-Pacific managing partner, said: “We are very pleased to welcome Alex to the Singapore office, and back to Asia. He is a tremendous talent with a global perspective and commercial outlook, which is an invaluable asset to clients both in the region and beyond.”

Richard Hakes, global chair of Reed Smith’s Transportation Industry Group, said: “Our transportation practice’s commitment to Asia and to our clients based in the region is longstanding and Alex’s relocation is a direct response to the needs of our clients. We have a leading and growing shipping practice across Hong Kong, Shanghai and Singapore – with a number of new arrivals in the last year. Alex will be joining that team at an exciting time for us, and at a time where there is high regional demand for his complex sanctions advice.”

Brandt added: “I am delighted to be making the move to a region I am very familiar with already. It is clear that our global clients require increased support in the region, and I look forward to working with the regional team here, as well as continuing to collaborate with our market-leading sanctions team globally.”

HFW strengthens Singapore shipping practice with partner Peter Glover

Law firm HFW on Monday (3 August) said it has further expanded its global shipping practice and continued the growth of its Asia Pacific business with the appointment of Peter Glover as a Partner in Singapore.

Glover, who previously worked at HFW in Melbourne for three years, has rejoined the firm from Reed Smith. Glover is an experienced shipping and admiralty lawyer and a qualified Master Mariner, having spent 11 years at sea on oil tankers prior to qualifying as a lawyer.

His appointment follows a series of recent additions to HFW’s global shipping practice, including ship finance partner Simon Petch in London, shipping disputes Partner Elizabeth Sloane in Australia and Master Mariner Stephen Angove in Greece, as well as the promotion of Senior Master Mariner Paul Miller in London.

This appointment also continues the growth of HFW’s Asia Pacific business and in particular its Singapore office, after the recent hires of financial and trade sanctions Senior Associate Anastasia Magid, construction disputes Partner Simon Bellas, disputes and international arbitration Partner Shaun Leong and Senior Associate Theodore Ang and insurance disputes Legal Director Sinyee Ong.

HFW has added more than 40 new Partners globally since the beginning of FY25 and now has around 190 Partners and more than 700 lawyers across Europe, the Middle East, Asia Pacific and the Americas.

Adam Richardson, Singapore Office Head, HFW: “Shipping and maritime disputes remain central to our Singapore practice, reflecting the city’s role as a hub for international trade and complex cross‑border disputes. Peter’s appointment strengthens our wet and dry shipping litigation capability, and his ability to advise on matters arising at the intersection of shipping and international trade will complement our marketing-leading commodities practice in Singapore.

“Peter is the third partner we have added in Singapore since the beginning of FY26. We remain focused on attracting leading partners and teams as we continue to expand and enhance our client offering in Singapore.”

He regularly advises shipowners, charterers, commodity, energy and trading companies, banks and insurers on complex cross-border litigation and arbitration.

This includes advising on shipping and admiralty matters, international trade and commodities disputes, marine insurance, enforcement of guarantees, civil fraud, and competition and commercial law. He also advises on legal risk management, commercial charterparties and commodities contracts, regulatory compliance, and insurance.

Glover also brings significant experience in high‑profile casualties and crisis situations, advising on the civil, regulatory and criminal aspects of accident response and emergency response management.

He is admitted to practise in England and Wales, Hong Kong and Queensland, Australia.

Peter Glover, Partner, HFW, said: “HFW’s market‑leading capabilities in shipping, trade and crisis management align closely with my practice. Returning to the firm as a partner in Singapore offers an excellent platform to support clients navigating an increasingly complex maritime and regulatory landscape, while leveraging HFW’s global strength across shipping, arbitration, energy and disputes to grow and broaden my practice.”
