SMW 2024: MPA partners with S&P Global and Bunkerchain in digital ship identity

The Maritime and Port Authority of Singapore (MPA) on Tuesday (16 April) announced it signed a Memorandum of Understanding (MoU) with S&P Global Market Intelligence and Bunkerchain to pilot the use of digital ship identity in the republic. 

The signing took place at the ‘Accelerating Digitalisation and Decarbonisation Conference’ at Singapore Maritime Week (SMW) on the same day.

The parties agreed to use the Port of Singapore as the test bed to trial and pilot the use of digital ship identity in maritime applications such as digital port clearance and digital bunkering.

Digital identity refers to the unique representation of an entity in the digital world, which consists of various attributes and data that distinguishes it from others.

“Electronic transactions may be vulnerable to various risks as such identity fraud and data integrity breaches,” MPA said.

“Digital ship identity plays a crucial role in making electronic transactions more secure, trusted, and efficient in the maritime sector. When deployed in tandem with electronic signatures, these digital technologies will eliminate the need for physical ship stamps and wet ink signatures, and accelerate the transition towards a truly digital, secure, and paperless operations.”

MPA, together with Esri Singapore, the Agency for Science, Technology and Research’s Institute of High Performance Computing and the Technology Centre for Offshore and Marine, Singapore, also developed a digital twin proof-of-concept of a methanol bunkering leak incident. 

“The digital twin runs on an interactive web application that integrates weather and ocean current predictions and AIS data to present visualisation of chemical plume dispersions in the event of a bunkering incident involving alternative fuels,” it said.  

“The capability can help enhance planners’ understanding of the behaviour of the plume clouds under various conditions and guide the development of safety and incident response plans and standards.”

The port authority also announced a collaboration with Amazon Web Services (AWS), an Amazon.com company, to support the maritime industry’s digital transformation and green transition. 

MPA will tap on AWS services including cloud, artificial intelligence (AI), and digital twins to enhance the industry’s efficiency, safety, and sustainability outcomes. 

As part of the collaboration, MPA and AWS will develop the maritime Artificial Intelligence and Machine Learning (AI–ML) Digital Hub, the first-of-its-kind in ASEAN region. 

The AI–ML Digital Hub will leverage AWS cloud to enable the maritime industry to pilot innovative AI and generative AI (GenAI) capabilities to trial on the Green and Digital Shipping Corridors, optimising routes and fuel consumption, carbon emissions accounting, and just-in-time arrivals to help ships operate more efficiently, reduce greenhouse gases emissions, and enhance safety of operations.

A memorandum of understanding was signed between Mr David Foo, Assistant Chief Executive (Operations Technology), MPA and Ms Elsie Tan, Country Manager, Worldwide Public Sector, Singapore, AWS.

The Maritime and Port Authority of Singapore (MPA) on Friday (1 November) issued Port Marine Circular No. 12 of 2024 informing the marine industry that the use of SS 648: 2024 for the custody transfer of bunker deliveries to ocean-going ships in the Port of Singapore will be mandatory from 1 April 2025:

This circular serves to inform the maritime industry that the Maritime and Port Authority of Singapore (MPA) will mandate the use of SS 648: 2024 for the custody transfer of bunker deliveries to ocean-going ships in the Port of Singapore from 1 April 2025. Consequently, the use of SS 648: 2019 will cease from 1 April 2025. 

Published by the Singapore Standards Council in October 2024, the SS 648: 2024 serves as the latest version of the SS 648 and is the result of a joint review of the previous version (SS648: 2019) by the MPA, Singapore Shipping Association (SSA), International Bunker Industry Association (IBIA), as well as representatives from bunker suppliers/craft operators, bunker buyers, testing and surveying companies, oil majors, equipment vendors, relevant government agencies and industry experts to meet the changing needs of the bunkering industry. 

The SS 648: 2024 is divided into 2 parts for ease of operational use. Part 1 covers pre-approval processes such as meter selection, acceptance tests, etc.; while Part 2 covers post-approval processes such as health, safety and environment requirements, metrological requirements, system integrity requirements and metering procedures. Other key changes include:  

  • Updating of the acceptance test to include single tanker meter-in meter-out as an additional option for approval of Mass Flow Metering (MFM) system;
  • Considerations after a software update or upgrade to provide better clarity;
  • Biofuels in the coverage of the standard;
  • Use of data logger and edge device with enhanced requirements for data security, data integrity and data transmission requirements;
  • Replacing minimum measured quantity (MMQ) with new table on minimum bunker quantity (MBQ) for better clarity;
  • Updates of the sampling requirements with new information from SS 600:2022 Code of practice for bunkering by bunker tankers using tank gauging;
  • New content on digital documentation to be cross referenced to new Specification for Digital Bunkering Supply Chain Documentation; and
  • Reorganisation of the content of bunker claims procedures and dispute resolution

Training Requirements for Cargo Officers and Bunker Surveyors 

The MPA has worked with SSA and IBIA to develop a refresher course on the new requirements of the SS 648: 2024, which is expected to commence from January 2025. All in-service bunker cargo officers and bunker surveyors are required to complete this refresher course (conducted by SSA and IBIA) by 1 April 2025. Bunker cargo officers and bunker surveyors that have not attained the necessary certification will not be allowed to conduct bunkering operations in the Port of Singapore.

MPA to incentivise Singapore-registered ships to adopt greener engines, technologies

MPA released a circular informing revisions to MSGI- GSP to support emergence of zero- and low-emission engines or technologies and CII requirement under MARPOL Annex VI.

The Maritime and Port Authority of Singapore (MPA) on Tuesday (29 October) issued Shipping Circular No. 12 of 2024 informing MPA will provide incentives to ship owners of Singapore-registered ships (SRS) with the incentives for zero- and low-emission engine:

This Shipping Circular provides details on revisions to the Maritime Sector Green Initiative (MSGI), which will take effect from 1 January 2025 until 31 December 2027. 

Under the revised MSGI, the Green Ship Programme (GSP) has been enhanced to address the targets set by the International Maritime Organization (IMO) to peak greenhouse gas (GHG) emissions from international shipping as soon as possible and reach net-zero by or around, i.e. close to 2050; the emergence of greener engines/technologies; and the Carbon Intensity Indicator (CII) requirement under MARPOL Annex VI which entered into force on 1 January 2023.

Under the enhanced GSP, MPA will provide ship owners of Singapore-registered ships (SRS) with the following incentives:

Adopt Zero-Emission fuelled engine/technology

SRS that adopt engines/technologies capable of using zero-emission fuels (e.g. hydrogen, battery) as its primary fuel. These ships will enjoy 100% concession on the Initial Registration Fee (IRF) and 100% concession on the Annual Tonnage Tax (ATT).

Adopt Zero-Carbon coupled with near-zero emissions fuelled engine

SRS that adopt engines capable of using zero-carbon fuels (e.g. ammonia with pilot fuel capped at 25% on an energy basis with ammonia slip, NOx and N2O addressed) as its primary fuel will enjoy 100% concession on the IRF and 80% concession on the ATT.

Adopt Low-Carbon fuelled engine with CF Value < 1.375 

SRS that adopt engines capable of using fuels with CF (conversion factor between fuel consumption and CO2 emission) < 1.375 as its primary fuel will  enjoy 75% concession on the IRF and 50% concession on the ATT.

Adopt Low-Carbon fuelled engine with 1.375 < CF Value < 2.750 

SRS that adopt engines capable of using fuels with 1.375 < CF Value < 2.750 as its primary fuel will enjoy 50% concession on the IRF and 20% concession on the ATT.

Exceed IMO’s MARPOL Annex VI EEDI requirement

SRS that exceeds the requirements of IMO’s MARPOL Annex VI Phase 3 EEDI by 10% or more will enjoy 20% concession on the IRF and 20% concession on the ATT.

Achieve CII Rating A

SRS that achieve a CII “A” rating would also receive an additional 5% concession on ATT.

Ships that are already registered as SRS but not currently under the GSP may also apply, should they meet the criteria but have not applied previously, or have carried out modifications to ships to meet the criteria.

For registration anew scenarios, that is, those involving existing ships but changing owners in the Singapore Registry, there would be no concession on the registration anew fees for the new ship owner as this fee is not considered as IRF. However, the ship owner can still enjoy the corresponding concession on ATT if the ship qualifies for the GSP.

This circular will take effect and supersede Shipping Circular No. 7 of 2022 on 1 January 2025.

DNV grants AiP to OceanWings for wind propulsion system in South Korea

French designer and manufacturer of wingsails OceanWings on Tuesday (29 October) said it received Approval in Principle (AIP) from classification society DNV for its wind propulsion technology, in Busan, South Korea.

OceanWings said the recognition underscored the potential of OceanWings’ Wind Assisted Propulsion System (WAPS) to advance fuel efficiency and reduce greenhouse gas emissions in the maritime industry. 

“The AiP marks an important milestone as OceanWings move closer to full-scale commercialisation, providing shipowners and shipyards with a verified and efficient solution for future fleets,” it said. 

Christophe Paillusseau, VP Sales and Marketing at OceanWings, said: "Receiving the AiP from DNV is a testament to our team's dedication to creating a cleaner and more sustainable future for shipping.”
