IMB records lowest level of Q1 piracy since 1993 in 2023 report

Pirate and armed robbery activity continues to decrease in the Gulf of Guinea, an area which had become a relative hotbed for this crime in recent history; just five incidents were reported in Q1 2023.

ICC International Maritime Bureau (IMB) on Wednesday (12 April), said it recorded the lowest level of reported global piracy and armed robbery incidents since 1993 but called for continued vigilance and naval response in its first quarter piracy and armed robbery report for 2023.

“The report reveals 27 incidents were reported in the first quarter of the year, representing a marked decline from 37 incidents for the same period in 2022,” it said. 

“Of the 27 incidents, perpetrators boarded the victims' vessels in 24 cases, two vessels reported attempted incidents and one vessel was hijacked. Despite the drop in numbers, the threat of violence remains – six crew kidnapped, two taken hostage, two threatened and one assaulted.”

Gulf of Guinea

“Pirate and armed robbery activity continues to decrease in the Gulf of Guinea, an area which had become a relative hotbed for this crime in recent history. Just five incidents were reported in Q1 2023 compared to eight in 2022 and 16 in 2021,” it said. 

Manifold Times previously reported global oil and shipping group Monjasa stating pirates boarded Liberia-flagged oil tanker Monjasa Reformer on 25 March off Congo in West Africa. The pirates then abandoned the vessel and ‘brought part of the crew members with them’. 

In another incident, the Maritime and Port Authority of Singapore (MPA) received a report that the Singapore-registered Success 9 was boarded by unidentified persons at about 300 nautical miles off the Abidjan Coast, Cote d’lvoire at about 10 pm (Singapore time) on 10 April.

Despite these improvements, the IMB Piracy Reporting Centre is calling for coastal response agencies and international navies to maintain efforts in the region. On 25 March, a product tanker was hijacked 140nm WSW of Pointe Noire, The Congo. The vessel effectively lost all communications for nearly five days and when located by a French naval asset, six crew were reported as kidnapped. This highlights the continued need for vigilance and swift naval responses when incidents are reported.

IMB Director Michael Howlett, said: "We emphasise the need for continued, robust and coordinated regional and international naval presence to act as a deterrent to prevent and respond to piracy – especially considering nearly 85% of international trade is transported via the sea and it is the seafarers who need to be safeguarded."

Singapore Straits

Almost 30% of Q1 2023 incidents occurred in the Singapore Straits, with eight recorded cases – a decrease from the 15 incidents reported in Q1 2022. While incidents in this region tend to be cases of petty theft, the threat of violence remains a worrisome possibility, with knives sighted and reported in two of the incidents.

South America

About 33% of global incidents occurred in South America, with Callao anchorage, Peru remaining an area of particular concern. Five reported incidents occurred there in Q1 2023, a number which has remained steady in recent years. Crew however continue to be at risk with two crew taken hostage and one each assaulted and threatened.

GoodFuels biofuel supplier FincoEnergies on Wednesday (16 April) announced the launch of its FuelEU Pooling service, created to enable shipowners to meet FuelEU Maritime compliance in a cost-effective way.

FuelEU Maritime, effective from 1 January 2025, mandates the reduction of greenhouse gas intensity of energy used on board ships trading in the EU. For many operators, particularly those with limited access to low-carbon fuels, compliance can be both complex and costly.

Designed for shipowners, operators, charterers, and technical managers, FincoEnergies’ FuelEU Pooling service enables undercompliant vessels to meet their compliance targets by pooling with vessels running on GoodFuels sustainable biofuels, when these vessels are overcompliant and have ‘Surplus’ emission reduction available for allocation.

FincoEnergies also partnered with Lloyd’s Register (LR), who supported the development of the service. Their technical expertise has enabled shaping a solution that aligns with both regulatory requirements and FincoEnergies' established position as a biofuel supplier in the fuel supply chain.

Petrol Ofisi’s bunkering arm PO/Marine on Thursday (17 April) said it has completed the bunkering operation of ULSFO—a marine fuel with 0.10% sulphur content—in alignment with the upcoming Mediterranean Emission Control Area (MED ECA) regulation. 

Under the new regulation, all vessels operating within the Mediterranean must use low-sulphur marine fuels.

Effective 1 May 2025, the Mediterranean will officially be designated as an Emission Control Area (MED ECA), prohibiting the use of marine fuels with sulphur content exceeding 0.10%. 

In preparation for this regulatory transition, PO/Marine successfully delivered its first supply of ULSFO (Ultra Low Sulphur Fuel Oil) with 0.10% sulphur content on 15 April.

UAE-based marine fuel and petroleum products trader Oilmar DMCC on Friday (18 April) announced the successful completion of its first ULSFO 0.1% Sulphur delivery in Istanbul, marking one of the very first trades of its kind in the country.

“With this milestone, Oilmar proudly steps forward as one of Türkiye’s pioneering trading companies in ULSFO 0.1% Sulphur fuel,” it said in a social media post. 

Oilmar is now offering ULSFO 0.1% across key locations:

  • Istanbul Anchorage
  • Marmara Sea
  • Gulf of Derince
  • Bozcaada Anchorage
  • Southern Türkiye Ports

In addition, High Sulphur Fuel Oil (HSFO), Very Low Sulphur Fuel Oil (VLSFO), Ultra-Low Sulphur Fuel Oil (ULSFO), and Low Sulphur Marine Gasoil (LSMGO) are available at all ports across Türkiye.
