ClassNK amends class rules for fuel consumption reporting

Japanese classification society Nippon Kaiji Kyokai (ClassNK) has amended its class rules for fuel consumption reporting in response to changes in international conventions.

Decisions made at the 70th session of the Marine Environment Protection Committee (MEPC70) held in October 2016, and a revision requiring a vessel’s Ship Energy Efficiency Management Plan (SEEMP) to include processes for fuel consumption reporting led to the changes by ClassNK.

The amended rules and guidance are:

  • Regulations for the issue of statutory certificates
  • Rules for marine pollution prevention systems
  • Guidance for marine pollution prevention systems.

The main amendments are:

  1. Specified that SEEMPs are to include the process used to collect and report data related to fuel consumption
  2. Specified that delivered ships are to collect and report the data related to fuel consumption on a yearly basis
  3. Specified that delivered ships are to keep on board statements of compliance issued after verification of the data mentioned in (2) above and make accessible said data
  4. Specified that it is to be verified during occasional surveys that SEEMPs have been revised appropriately to reflect any major conversion if said conversion affects the data collection and reporting processes
