Hangzhou Customs on Tuesday (24 March) said China has delivered its first batch of domestically blended biofuel for bunkering international vessels at Qingdao Qianwan Port.

On 23 March, oil tanker Da Yuan You 8 loaded 2,600 metric tonnes of the biofuel into storage tank D-08 at the public bonded warehouse of Sinochem-Xingzhong Oil Staging (Zhoushan) Co Ltd, which was then shipped to Qingdao Qianwan Port to refuel international vessels docked there.

This marked the first time domestically blended biofuel has been supplied for bunkering since the first batch of blending was completed in China.

Manifold Times previously reported China (Zhejiang) Pilot Free Trade Zone launching the first pilot programme for marine biofuel blending in China with the completion of the first batch of B24-HSFO.

The launch was marked with the blending of 2,000 mt of biodiesel and 6,300 mt of high sulphur fuel oil (HSFO) in storage tank F-02 of Sinochem-Xingzhong Oil Staging (Zhoushan) Co., Ltd, producing 8,300 mt of B24-HSFO.

“The event highlights China’s biofuel blending sector achieving a full supply chain—from storage tank blending to bunkering—marking another milestone for the China (Zhejiang) Pilot Free Trade Zone,” said Hangzhou Custom.

To ensure the smooth bunkering of the first batch of domestically blended biofuel, Zhoushan Customs, under Hangzhou Customs, launched a supervision and service mechanism for the full bunkering process.

Wang Jiahao, Deputy Director of the Zhoushan Central Depot, CHIMBUSCO, said: “The customs’ end-to-end service made the bunkering of blended biofuel efficient and smooth. The seamless connection from blending to bunkering not only saved time and costs but also gave us confidence in expanding our green marine fuel business.”

The blended biofuel used can be used as a drop-in fuel in existing ship engines, reducing carbon emissions by approximately 20% and contributing to the green and low-carbon development of the shipping industry.

Xu Degang, Chief of the Bonded Supervision Section, Zhoushan Customs, Hangzhou Customs District, said: “From piloting the blending policy to developing a full-process supervision framework, and extending innovative services into the bunkering stage, Customs has taken a proactive, end-to-end role—offering specialised guidance to enterprises throughout.”

“The direct supply of blended biofuel to international vessels has significantly reduced costs for businesses while improving the efficiency of the green marine fuel supply chain.”
