China (Zhejiang) Pilot Free Trade Zone on Friday (13 March) launched the first pilot programme for marine biofuel blending in China with the completion of the first batch of B24-HSFO.

The launch was marked with the blending of 2,000 metric tonnes (mt) of biodiesel and 6,300 mt of high sulphur fuel oil (HSFO) in storage tank F-02 of Sinochem-Xingzhong Oil Staging (Zhoushan) Co., Ltd, producing 8,300 mt of B24-HSFO.

The blended biofuel will be supplied to international vessels.

Qiu Yuqiao, Deputy Manager of the Business Department of Sinochem-Xingzhong Oil Staging (Zhoushan), explained that domestic blending of biofuel was not possible due to policy restrictions and bunker suppliers had to import finished biofuel oil products from abroad.

This resulted in high costs that hampered the development of China’s green marine fuel bunkering industry.

“The implementation of biofuel oil blending services will directly reduce the operating costs of biofuel oil, help Zhoushan accelerate the construction of a global bonded marine fuel bunkering center, and enhance its capacity for allocating bulk commodity resources,” he said.

The high sulphur fuel oil used in this blending was sourced from overseas, while the biodiesel came from domestic refineries, achieving direct supply from production to consumption.

“This blending operation fills a gap in the domestic biofuel blending field, breaks through cost and supply chain limitations, ends the situation where domestic biofuel bunkering relies on imported finished products, and opens up a new track for domestic biodiesel to participate in the international market. It is conducive to attracting more ship owners to bunker biofuel oil at Zhoushan Port and further enhancing the port’s international influence,” Qiu Yuqiao added.

Manifold Times previously reported China’s Ministry of Commerce approving Zhoushan city to carry out the first national pilot programme for blending and exporting marine biofuel oil.
