China (Zhejiang) Pilot Free Trade Zone on Monday (13 April) said the first cross-regional bonded bunkering operation of blended biofuel in East China was successfully completed at the Meishan Port Area of Ningbo-Zhoushan Port.

Container ship COSCO Spain was refuelled with 2,600 metric tonnes (mt) of B24-HSFO in a bunkering operation.

The B24-HSFO used in the bunkering operation was supplied by the Aoshan Petroleum Base in Zhoushan from the first pilot programme for marine biofuel blending in China.

The high-sulphur B24 biofuel used in this operation is a blend of 24% biodiesel and 76% high sulphur fuel oil (HSFO). It requires no modification to the ship’s engine and is directly compatible with vessels equipped with scrubbers.

“Compared to traditional fuels, this oil can achieve approximately 20% carbon emission reduction, demonstrating significant environmental benefits and practical value,” Zhejiang Free Trade Zone said.

In February, China’s Ministry of Commerce approved Zhoushan city to carry out the first national pilot programme for blending and exporting marine biofuel oil.

In March, China (Zhejiang) Pilot Free Trade Zone launched the first pilot programme for marine biofuel blending in China with the completion of the first batch of B24-HSFO.

The launch was marked with the blending of 2,000 mt of biodiesel and 6,300 mt of HSFO in storage tank F-02 of Sinochem-Xingzhong Oil Staging (Zhoushan) Co., Ltd, producing 8,300 mt of B24-HSFO.

Earlier this year, Ningbo-Zhoushan Port reportedly supplied more than 60,000 mt of biofuel for the first time in 2025, making it the top port for biofuel bunkering operations in China.
