Singapore prepares to be LNG bunker ready by 2020, says broker

Singapore is in preparations to have liquefied natural gas (LNG) available as a marine fuel by 2020, says the Managing Director of local shipbroking firm Sovereign Shipping at the Singapore-held 4th LNG Marine Fuel Forum.

“While the shipping industry is actively looking at solutions to meet the IMO 2020 sulphur, Singapore is already taking steps to encourage the use of cleaner, alternative sources of fuel such as LNG,” says Wong Hong Lee.

To date, Singapore has accomplished several milestones to promote LNG bunkering; it has constructed a LNG truck loading facility, created a Technical Reference for LNG bunkering (TR 56), and participated in a LNG bunkering MOU with other ports, he notes.

In addition, the Maritime and Port Authority of Singapore (MPA) has introduced initiatives such as seed funding to build LNG-fuelled harbour craft, with five years of port dues waived for these vessels, while offering a 10% port dues concession for merchant vessels serviced by LNG-fuelled harbour craft during their port stay.

Wong, meanwhile, revealed his company’s role in Singapore’s first LNG dual fuelled bunker tanker.

“Sovereign is proud to be the deal maker for the first LNG dual fuel 8,000 dwt bunker tanker to be built,” he says.

“The company was involved in the recommendation of the ship designer [SeaTech], international yard [Keppel Offshore & Marine] and partners [Mitsui & Co.] for the shipowner [Sinanju].

“The ocean going bunkering vessel, which mainly consumes LNG as fuel, is able to comply with phase 3 of the Energy Efficiency Design Index (EEDI) even without using LNG as a fuel.

“This is truly an efficient ECO Green Ship.”

Wong explains the highest cost of LNG-fuelled vessels are typically the fuel gas supply system (FGSS), which needs to be compatible with the main engine.

“The price of LNG is relatively low when compare to conventional marine fuel oil and by using the material as fuel shipowners will not get ransomed by the price of fuel oil bunkers,” notes Wong.

“Also, there will be an elimination of off-spec issues, when compared with conventional fuels, and reduced insurance coverage and downtime – which in my opinion are is one of the greatest points an owner can have by using LNG besides improving on environmental emissions.”
