China’s Maritime Safety Administration (MSA) on Monday (22 July) reportedly circulated a draft suggesting the expansion of a ban on the discharge of washwater from open-loop scrubbers to more coastal areas.

A current ban of discharging washwater from scrubbers is already in effect at inland river Emission Control Areas (ECAs), port areas within coastal ECAs, and the Bohai Sea, according to an earlier update from the North of England P&I Association.

The latest MSA draft recommended the ban of washwater discharge to all coastal areas within 12 nautical miles from China’s territorial sea and regions near the southern island province of Hainan effective 1 January 2020.
