Singapore LNG Corporation Pte Ltd (SLNG) held a groundbreaking ceremony on Friday (9 October) to mark the start of construction works for its third jetty at the SLNG Terminal on Jurong Island, amid rising demand for LNG bunkering.

The ceremony was officiated by SLNG Chairman, Mr Gan Seow Kee, and SLNG Chief Executive Officer, Mr Leong Wei Hung. Mr Roger Chia, Chairman of Rotary Engineering Pte. Ltd., also participated in the ceremony.

Singapore led the way as the world’s top LNG bunkering port in 2025. Worldwide demand for LNG bunkering infrastructure is expected to grow, with approximately 1,700 LNG dual-fuelled vessels scheduled to be in operation globally by 2029. Jetty 3 will accommodate LNG carriers ranging from 5,800m³ to 80,000m³ in size, and is SLNG’s first jetty dedicated to serving small and mid-scale vessels.

When completed by 2H 2028, Jetty 3 will support approximately two million tonnes per annum (MTPA) of LNG bunker reload demand, while also accommodating break-bulk and other small-scale LNG operations. Together with existing infrastructure, SLNG could potentially support up to three MTPA of LNG bunker reload, depending on market demand.

Concurrently, the SLNG Terminal is among the first in the region to achieve certification under the International Sustainability and Carbon Certification EU (ISCC EU) scheme for the handling of Bio-LNG. 

The certification covers storage, regasification and send-out, bunkering and trucking services, and verifies that Bio-LNG handled through these services and the SLNG Terminal can be traced and accounted for under the ISCC EU framework, giving customers confidence in its sustainability credentials. 

SLNG is also working with partners to exchange and implement best practices in Bio-LNG certification and accounting across the upstream-to-terminal value chain. These collaborations will further strengthen end-user confidence and support future market adoption of Bio-LNG.

Mr Leong Wei Hung, Chief Executive Officer of SLNG, said: “As demand for LNG bunkering continues to grow, Jetty 3 will strengthen Singapore’s ability to support the next phase of growth and reinforce its position as a leading global bunkering and LNG trading hub. 

“This investment expands SLNG’s capacity and operational flexibility to support the maritime sector’s evolving energy needs. At the same time, with the SLNG Terminal being among the first in the region to successfully obtain ISCC EU certification to receive and handle Bio-LNG, SLNG is also playing its part to enable the Bio-LNG ecosystem. 

“Together with Jetty 3’s Bio-LNG handling capability, SLNG will be able to help facilitate not only the maritime industry’s transition towards lower-carbon fuels, but also the energy sector’s.”
