Zhoushan Port was successfully shortlisted in a list of principally approved companies to carry out pilot projects for the promotion and application of biodiesel in China, according to the Zhoushan Administrative Committee of the Zhejiang Pilot Free Trade Zone recently.

Of the 22 companies, Zhoushan is the only one on the list within the scope of a free trade zone. The list was open for feedback from the public until 9 April.

This came following the General Administration Department of the National energy administration announcing the list of pilot projects for the promotion and application of biodiesel nationwide.

“It will open up new opportunities in Zhoushan to promote biomass green clean energy and become a significant bunkering centre for international ships using renewable energy,” the committee said.

Last year, Zhoushan’s bunkering industry showed rapid development, with a recorded bonded bunkering volume of 7.05 million metric tonnes (mt), ranking first in the country and fourth in the world as a bunkering hub.

“Zhoushan Port has huge demand potential for biodiesel. The current market demand for biodiesel fuel is 300,000 to 500,000 mt per year. In the future, the biofuel bunkering business will generate a large number of resource docking and trade opportunities,” it said.

Since the start of the application process for the pilot projects, Zhoushan has focused on the core application of biofuel bunkers such as B24, including production, storage and transportation, blending, and refuelling.

Zhoushan has initially set four major development goals, namely building a biodiesel production base, building a biodiesel storage and transportation trade base, planning a marine biofuel oil blending base, and promoting a biofuel bunkering hub.

On building a biodiesel production base, the port has cooperated with Dinghai District of Zhoushan City to implement a 400,000 mt/year biodiesel project.

At the same time, it has strengthened cooperation with production companies outside the city and promoted the signing of biofuel oil supply agreements with local fuel supply companies.

“When it comes to a storage and transportation trade base, we will promote key enterprises to carry out safety assessments of new B24 biofuel categories, encourage relevant warehousing enterprises to transform storage tank facilities, and sign long-term tank rental contracts of more than 100,000 cubic metres with biodiesel producers outside Zhoushan City,” it said

“In terms of promoting marine biofuel bunkering centres, we will continue to cultivate and expand bunkering entities and accelerate the construction of infrastructure.”

“At present, we have encouraged many fuel supply companies in Zhoushan to obtain the International Sustainability and Carbon Certification (ISCC) qualification certificates.”
