MPA: Clean-up ops continue following oil spill in Singapore, affected beaches closed

The Maritime and Port Authority of Singapore (MPA) on Monday (17 June) said it is still working closely with relevant agencies and stakeholders on containment and clean-up operations of the recent oil spill.

The oil spill occurred following an allision between a Netherlands-flagged dredger Vox Maxima and a stationary Singapore-flagged bunker vessel Marine Honour on 14 June. 

MPA Chief Executive Eng Dih Teo said one of Marine Honour’s oil cargo tanks ruptured, releasing 400 metric tonnes (mt) of low-sulphur fuel oil into the sea. 

“The other half was contained and isolated. All crew are safe,” he said in a social media post.

He added affected beaches have been temporarily closed and the public is advised to stay away to facilitate cleanup. 

Eng said MPA is investigating the incident, and has instructed British Marine, the insurer of the bunker tanker, to set up claim contacts to attend to affected parties.

“While navigation in the Traffic Separation Scheme and port operations remain unaffected, an MPA-led Emergency Operations Centre has been coordinating spillage recovery efforts.”

In a statement, MPA said the next phase of the clean-up operations has commenced with the additional deployment of various booms and oil recovery systems. 

1,500 metres of booms have been deployed, and an additional 1,600 metres will be deployed over the next few days in designated sites to support the containment of accumulated oil to facilitate the clean- up operation off the beaches and shorelines. Additional booms will also be deployed as a preventive measure off Changi East. 

Seven oil recovery assets have been deployed today to skim and collect the remaining oil spillage off the water surface to minimise further spread of the oil.

Location of additional booms and its progress:

  • ⁠ ⁠Palawan beach (completed)
  • ⁠ ⁠Siloso and Tanjong beach (to complete by 18 June)
  • ⁠ ⁠Labrador Nature Reserve (to complete by 18 June)
  • ⁠ ⁠Southern islands, selected location at Cooper Channel. 

Location of oil absorbent booms: 

  • Oil absorbent booms have been deployed along stretches of the East Coast Park beaches that are significantly impacted, and at the canal openings.
  • As preventive measures, absorbent booms have been deployed at Chek Jawa, Pasir Ris Park and Coney Island.
  • Over the next few days, additional containment and absorbent booms will be deployed to protect the fish farms at the East Johor Straits and also biodiverse areas off Pulau Ubin and Changi Creek. 

MPA said it has alerted the Malaysian and Indonesian authorities when the incident occurred on 14 June.

Japan: MOL third LNG-fuelled ferry “Sunflower Kamuy” starts operation in Oarai

Mitsui O.S.K. Lines (MOL) on Thursday (23 January) announced that the LNG-fuelled ferry Sunflower Kamuy, owned by MOL and operated by its group company MOL Sunflower, entered service in Oarai.

The vessel will be the third LNG-fuelled ferry operated by MOL Sunflower, following the Sunflower Kurenai and Sunflower Murasaki, which have been in service on the Osaka-Beppu route from 2023.

Sunflower Kamuy will serve the Oarai-Tomakomai route between Ibaraki Prefecture and Hokkaido as a replacement for the Sunflower Daisetsu.

Along with the sister vessel Sunflower Pirka, scheduled to enter service in early summer 2025, MOL Sunflower will operate a fleet of four LNG-fuelled ferries on the Oarai-Tomakomai route and the Osaka-Beppu route within 2025. 

MOL Sunflower operates 10 ferries and 4 RoRo vessels on six routes throughout Japan, from Hokkaido to Kyushu, providing service for both logistics and passengers in Japan.

DNV, partners to develop new standards for using digital twins to test electric propulsion systems

Classification society DNV on Friday (24 January) signed a Memorandum of Understanding (MoU) with HD Hyundai Mipo (HMD) and HD Korea Shipbuilding & Offshore Engineering (KSOE). 

The collaboration focuses on developing standards for testing electric powered vessels through the use of digital twin-based criteria and procedures, to enhance ship safety and efficiency.

The project aims to resolve issues related to the integration of highly complex vessel systems for electric propulsion. 

Utilising hardware in the loop (HiL) testing via digital twins of the different systems enables integration tests to be performed both earlier in the process on a much broader and deeper level.

To ensure the accuracy of the tests, however, we need to be confident in the digital assets. Together DNV, HMD and KSOE are working on the verification of these digital assets. Utilising DNV verified digital assets, will facilitate the integration process. In addition, when systems from multiple suppliers are tested together, having the same requirements and HiL test procedures ensures the reliability of the testing.

Kitae Kim, Head of Quality Management, HD Hyundai Mipo, said: “Through this technical collaboration we aim to establish clear and practical digital twin-based testing procedures and standards. These can foster broader industry participation and ensure the reliability of results. In doing so, we hope to safeguard the performance and safety of ship systems and lead in building a digital twin ecosystem for the shipbuilding industry.”

Byoung Hun Kwon, Head of the Electrification Center/Digital Technology Research Lab, at HD KSOE, said: “We have proactively developed and implemented digital twin technology, including HiL, to safeguard the performance and quality of vessels, achieving world-class advancements in virtual commissioning technology. This collaboration marks a pivotal milestone, uniting HD Hyundai Mipo, HD KSOE, and DNV to drive digital innovation in the shipbuilding and marine industry.”

Andreas Kristoffersen, Head of Approval Centre Korea and DNV Maritime, said: "This MoU highlights HMD, KSOE and DNV’s commitment to driving digitalization in the maritime industry. By adopting digital twin-based testing for complex systems, we are working together to shape the future of maritime operations and set new industry standards for safety and performance."

The project will also focus on maintaining the digital assets throughout the life-cycle of the vessel to maximize their value over the long-term. With verified assets, component models could also be used in a “plug-and-play” manner as different systems are introduced into the simulation space or updated over time.

This initiative sets out to build a foundation for leveraging class-verified digital assets to support more comprehensive and earlier HiL testing. It aligns with DNV’s Data-driven Verification (DDV) notation, which has been developed to ensure reliable performance of complex systems.

Klaipėda Port launches Lithuania’s first hydrogen-powered vessel

Klaipėda State Seaport Authority on Wednesday (22 January) said the first ever green hydrogen and electricity-powered ship in Lithuania has been moved from shipyard into water. 

Leaving no trace on the environment, it will clean other vessels entering the port, accepting waste from them.

According to the current rules, vessels are obliged to hand over the waste they produce when they arrive and before they leave Klaipėda Port. The Seaport Authority was entrusted with the collection of the waste, and the company decided to use modern and environmentally friendly equipment to further improve the quality of the ship waste collection service.

The tanker’s main function is to collect storm water, sewage, sludge and garbage, as well as to ensure efficient waste management. The ship will be equipped with special tanks and a modern rainwater treatment plant that will allow the treated water to be transferred to the city’s sewage treatment plants. The tanker will be ready to work around the clock and collect up to 400 cubic metres of liquid waste.

The tanker is 42 metres long and 10 metres wide. The ship’s power system will consist of two electric motors powered by 2,000 kWh batteries and a hydrogen fuel cell system. Depending on the intensity of the work, the tanker will be able to operate in the port of Klaipėda for up to 36 hours without additional power charging.

This ship building project with a total value of EUR 12 million (USD 12.5 million) has been commissioned by the Port Authority and is being built by West Baltic Shipyard together with Baltic Workboats under a joint operating agreement.

“We have not only launched a tanker, but also a new approach to port operations – cleaner, smarter and more environmentally friendly. This first ever hydrogen and electricity-powered ship is not only an innovative technological solution, but also an important step in strengthening Lithuania’s image as a modern maritime nation,” said Algis Latakas, Director General of Klaipėda State Seaport Authority.

“At the moment, the tanker is getting used to the seaport water, so to speak, and at the end of the year we expect it to start its important mission of taking care of the clean seaport environment. Such a decision will not leave a footprint on nature, but it will certainly leave a strong mark on our path to a greener future.”

In June last year, a symbolic keel-laying ceremony at the West Baltic Shipyard of the West Baltic Shipyard Group marked the start of the ship’s construction. To date, the hull has been fabricated and painted, with piping, valves, coolers, shaft lines, rudder feathers, heat and fire insulation installed.

Once the tanker is moved into the water, the engine room equipment will be installed, the interior of the wheelhouse will be redecorated, the electrical wiring and the main electrical engines will be installed, the hydrogen system will be installed and other work necessary for the operation of the ship will be carried out.
