The Ministry of Transport, Communications and Information Technology of the Sultanate of Oman and a consortium on Thursday (6 November) announced the signing of a Memorandum of Understanding (MoU) to jointly explore and advance the development of a low-carbon e-methanol supply and bunkering hub at Dhofar Governorate Port, in the Governorate of Dhofar.
The consortium comprises HIF EMEA GmbH (HIF), Acciona Nordex Green Hydrogen S.L. (ANGH), and Al Meera Investment.
Under the MoU, the parties will jointly assess the technical, regulatory, and commercial framework required to establish a large-scale e-methanol facility leveraging Oman’s renewable energy resources and strategic coastal infrastructure.
The Consortium will lead feasibility and techno-economic studies, exploring the bunkering and the export for e-methanol produced in Dhofar region, based on the integration of wind and solar energy for green hydrogen production, CO₂ capture and supply from industrial or biogenic sources, and downstream conversion to e-methanol.
The Ministry will facilitate engagement with Omani authorities and stakeholders to enable regulatory frameworks, land allocation, and incentives for the project.
The initiative directly supports the global maritime sector’s decarbonization through the use of e-methanol as a clean, drop-in fuel for ships and other transport modes. It also contributes to the local economy and employment by evaluating opportunities for local manufacturing, including renewable infrastructure.
“This collaboration with the world leaders in e-Fuels marks a significant step towards achieving Oman’s zero-carbon ambitions and establishing the Sultanate as a leader in green maritime solutions and the e-Fuels major hub in the region” said H.E. Saeed bin Hamoud bin Saeed Al Maawali, Minister of Transport, Communications and Information Technology of Oman.
“HIF Global brings proven e-Fuels expertise with over three years of operational experience. Together with our consortium partners, we are proud to support Oman’s vision to lead in sustainable transport and energy.” said Thorsten Herdan, CEO of HIF EMEA GmbH.
“We are proud to collaborate with Oman and our consortium partners to develop sustainable and efficient maritime low carbon fuels solutions. Backed by Acciona and Nordex’s global leadership in infrastructure, renewables, and hydrogen, ANGH brings proven expertise and a diversified green hydrogen portfolio that reflects our commitment to sustainability and strategic partnerships driving the energy transition”, said Pablo Pulpeiro, CEO of ACCIONA & Nordex Green Hydrogen.
This agreement is a major milestone in establishing Oman as a regional leader in green e-methanol and a key enabler of decarbonizing global shipping.
By producing e-methanol and its derivatives in the Dhofar region, the ministry said Dhofar Governorate Port can establish itself as the Middle East’s leading low-carbon bunkering hub, creating long-term value for Oman and setting a benchmark for future clean energy projects worldwide.
