Industry leaders to gather in Hong Kong for IBIA Annual Convention 2025

Convention, which will be held in November, will feature panels and sessions tackling the most pressing issues shaping the bunker and shipping industries, including alternative fuels and decarbonisation.

The International Bunker Industry Association will host its flagship Annual Convention in Hong Kong between 18 to 20 November, a headline event of Hong Kong Maritime Week that will unite senior stakeholders from across the global marine fuels industry.

The Convention, which will be held at Hong Kong Convention Exhibition & Convention Centre, will open with welcome addresses from Constantinos Capetanakis, Chair of IBIA and Bunker Director at Star Bulk and Alexander Prokopakis, Executive Director of IBIA. Delegates will also hear keynote speeches from Mable Chan, JP, Secretary for Transport and Logistics, Hong Kong, and Angad Banga, Chair of the Hong Kong Shipowners Association and CEO of The Caravel Group Limited.

A message from Arsenio Dominguez, Secretary-General of the International Maritime Organization, will also be delivered.

Constantinos Capetanakis, said: “The IBIA Annual Convention has become the defining forum for our industry, bringing together stakeholders from every part of the value chain. This year’s discussions will not only highlight the challenges ahead but also showcase the innovation and collaboration that will drive the next chapter of marine energy. And this next chapter is likely to be like no other, highlighting that IBIA will be more impactful than it has ever been.”

Alexander Prokopakis, said: “With shipping’s decarbonisation agenda accelerating, this year’s Convention will provide a unique platform to shape the future of bunkering/marine energy. Hong Kong offers the ideal backdrop for global leaders to come together and debate how our industry can successfully navigate this transition.”

Pre-Convention Training Workshops – 18 November

In addition to the main conference, IBIA will host two specialised training workshops on 18 November, providing practical knowledge and skills as part of Hong Kong Maritime Week.

  • Alternative Fuels Training

Following the success of IBIA’s Alternative Fuels Training courses, this one-day session will be delivered by Nigel Draffin alongside expert speakers. The programme will cover biofuels, LNG, and methanol, offering participants practical insights into new fuel pathways and preparing them to navigate the rapidly evolving alternative fuels landscape.

  • Mass Flow Meter (MFM) Workshop

In collaboration with Metcore International, IBIA will present a focused half-day workshop on The Role of Mass Flow Meter Systems – Building Trust and Transparency in the Future of Bunkering. This session will explore system integrity, calibration standards, and operational best practices.

Strategic Debates and Market Insights

Over three days, panels and sessions will tackle the most pressing issues shaping the bunker and shipping industries, including alternative fuels, decarbonisation, regulatory frameworks, and the impact of digitalisation and AI.

South Korea: S-Oil launches B30-VLSFO bio bunker fuel supply

South Korean petroleum and refining company S-Oil on Wednesday (22 July) said it has started supplying B30 very low sulphur fuel oil (VLSFO), as the company seeks to support shipping’s decarbonisation efforts and growing demand for lower-carbon bunker fuels.

The company said its B30 VLSFO contains 30% sustainable biofuel blended with conventional VLSFO and can be used without requiring modifications to existing vessels, enabling shipowners to comply more readily with emissions regulations from the International Maritime Organization (IMO) and the European Union (EU).

S-Oil said it has established an integrated operating system in the Ulsan region covering the entire value chain, from feedstock procurement and blending to supply. The system combines VLSFO produced at its Onsan refinery with biofuel production facilities and storage infrastructure in the Ulsan region, allowing the entire process to be carried out within a single logistics hub.

According to the company, the integrated supply chain reduces transportation requirements during production while improving supply efficiency and reliability.

S-Oil also highlighted Ulsan Port as a strategic location for marine biofuel supply, noting the port has strong demand for bio-bunker fuels, particularly from car carriers, enabling prompt and stable deliveries to key customers.

An S-Oil official stated: “In the bio-marine fuel market, not only product quality but also securing a stable supply of raw materials and an efficient supply system are important competitive advantages.

“Based on our existing bunkering business capabilities and the excellent supply infrastructure in the Onsan area, we plan to supply stable and competitive low-carbon fuel.”

Yang Ming and PSA to develop integrated sea-land decarbonisation solutions

PSA International (PSA) on Monday (20 July) said it has signed a Memorandum of Understanding (MoU) with Yang Ming Marine Transport Corporation (Yang Ming) to jointly accelerate the adoption of low-carbon solutions across the maritime value chain.

Beyond emissions measurement and verification, the collaboration will focus on a digital Book-and-Claim framework and a joint maritime-land based inset token package. 

“This synergy provides cargo stakeholders with a transparent and accountable sea-land pathway to achieve their decarbonisation targets,” PSA said on its website. 

Yang Ming launched the green transport service, EcoSea+. This initiative integrates Yang Ming’s low-carbon navigation capabilities to empower customers with a flexible and transparent strategy to effectively reduce their Scope 3 transportation emissions. By joining forces with PSA, Yang Ming is able to expand the impact of these sustainability actions beyond the ocean.

Building on its position as a global port operator, PSA advances its Node to Network strategy through integrated port and supply chain capabilities that enable a green network of terminal and landside operations to reduce end-to-end supply chain emissions.

The agreement was officially signed by Mr Ivan Chiang, Chief Logistics Officer & Senior Vice President of Yang Ming, and Mr Eddy Ng, Group Head of Operations, Technology and Sustainability of PSA International. 

Mr Ong Kim Pong, PSA International Group CEO, said, “As responsible stewards of tomorrow, PSA is committed to delivering sustainable impact across the global port and supply chain ecosystem. 

“Tackling the challenges arising from climate change will require the collective efforts of all players in the maritime supply chain sector. We are excited to partner Yang Ming on the decarbonisation of global supply chains and support the transition towards a more sustainable global economy.”

Panama bunker fuel sales drops by 10.7% on year in June 2026

Total bunker sales at Panama was 385,100 metric tonnes (mt) in June 2026, compared to sales of 431,147 mt during the similar period in 2025.

Bunker fuel sales at Panama dropped by 11% in June 2026, according to the latest data from La Autoridad Maritima de Panama, also known as the Panama Maritime Authority (PMA).

Total bunker sales at Panama was 385,100 metric tonnes (mt) in June 2026, compared to sales of 431,147 mt during the similar period in 2025.

In June 2026, the Pacific side of Panama posted bunker sales of 311,400 mt; 185,483 mt of VLSFO, 94,997 mt of RMG 380, 2,722 mt for marine gas oil (MGO), and 28,198 mt of low sulphur marine gas oil (LSMGO) were delivered.

The similar region saw total marine sales of 349,996 mt a year before in June; with VLSFO sales at 206,144 mt, RMG 380 sales at 109,432 mt, MGO sales at 3,043 mt, and 31,377 mt of LSMGO being sold.

Panama’s Atlantic side, meanwhile, recorded total bunker fuel sales of 73,700 during June 2026; the figure comprised 62,169 mt of VLSFO, 382 mt of RMG 380, 3,039 mt of MGO, and 8,110 mt of LSMGO.

It saw total sales of 81,151 mt in June a year before; with VLSFO sales of 60,932 mt, RMG 380 sales of 8,335 mt, 2,935 mt of MGO, and LSMGO sales of 8,949 mt.
