The Ministry of Transport, Communications and Information Technology on Sunday (31 August) issued Ministerial Resolution No. 282/2025, amending regulations pertaining to bunkering in Omani ports.

Specifically, the resolution amends Article 6 and 7 of the existing regulations.

Under Article 6, after fulfilling all licensing conditions and requirements, and prior to the issuance of a license, the port administration must sign an agreement with the license applicant specifying their rights and obligations. Also, all financial transactions related to the license shall be conducted through banks licensed in the Sultanate of Oman.

Article 7 requires each port to have at least two licensed companies specialising in bunkering. The activity of supplying ships with marine gas oil (MGO/DMA) by land transport is now restricted to Omani small and medium-sized companies, subject to the following conditions:

  • They must be fully owned by Omanis.
  • They must be specialised in the activity of supplying ships with marine fuel.
  • They must be registered with the Small and Medium Enterprises Development Authority.
