MPA publishes new incident reporting procedures for Singapore-registered vessels

The Maritime and Port Authority of Singapore (MPA) on Monday (26 June) issued Shipping Circular No 8 of 2023 which outlines procedures for reporting to MPA incidents involving Singapore-registered ships, which includes pollution to the environment: 

REPORTING OF INCIDENTS INVOLVING SINGAPORE-REGISTERED SHIPS (SRS)

This shipping circular supersedes Shipping Circular No. 8 of 2021.

This Circular outlines the procedure for reporting to MPA incidents reporting involving Singapore-registered ships.

Examples of incidents that should be reported include any of the following occurrences directly in connection with shipboard operations, or otherwise relating to the vessel:

  1. the death of, or onset of a disease or injury to, a person;
  2. any occupational accident, injury or disease affecting a seafarer;
  3. the loss of a person from a ship;
  4. the loss, presumed loss or abandonment of a ship;
  5. security breaches;
  6. material damage to a ship;
  7. the stranding or disabling of a ship, or the involvement of a ship in a collision;
  8. damage to marine infrastructure external to a ship, that could seriously endanger the safety of the ship, another ship or an individual;
  9. severe or potential damage to the environment, brought about by the damage of a ship or ships; or detention by foreign authorities (e.g., port state control detentions, alleged non- compliance with laws)

Initial Reporting

When an incident occurs and being reported to the company according to its Safety Management System (SMS), the owner, manager or Master of the affected ship shall as best as possible, alert MPA within 2 hours. This initial reporting may enable MPA to liaise with other relevant parties, if applicable, for extra assistance.

(b) The initial report should be as follows:
