The creditors’ meeting of Delmer Group Pte Ltd, has been scheduled to take place on 14 July, states a Wednesday (25 June) notice posted on the Government Gazette. 

The meeting for creditors of the company will be held via electronic means at 1 North Bridge Road #23-05 High Street Centre Singapore 179094 on 14 July at 4pm (Singapore Time).

The purposes of the meeting are:

  • To present a Statement of the Company’s affairs showing in respect of assets the method and manner in which the valuation of the assets was arrived at, together with a list of the creditors and the estimated amount of the claims.
  • To consider the nomination of the Liquidators for the Company and on the appointment of Mr Ong Shyue Wen and Mr Saw Meng Tee as the Liquidators of the Company pursuant to Section 167(1) of the Insolvency, Restructuring and Dissolution Act 2018 (Act 40 of 2018).
  • To consider the appointment of a Committee of Inspection pursuant to Section 169(1) of the Insolvency, Restructuring and Dissolution Act 2018 (Act 40 of 2018).
  • To consider any other matter which may properly be brought before the meeting.

According to the company’s website, Singapore-based Delmer Group is an international shipbroker and ship  spares supplier. The company engages in the Sale & Purchase and valuation of dry and wet bulk cargo vessels, tugs, barges, offshore and other specialist vessels.

Notes:  A copy of the Proof of Debt form, form of proxy, and a copy of this Notice have been dispatched to all known creditors of the Company on 25 June 2025. Any other person claiming to be a creditor of the Company as at this date may contact the Provisional Liquidators’ office to request for copies thereof.

To entitle you to attend, nominate and vote thereat your Proof of Debt form and form of proxy must be lodged with the Provisional Liquidators no later than 5pm (Singapore time) on Friday, 11 July 2025. Meeting details will be circulated shortly after above details are received in a satisfactory form.

Ong Shyue Wen and Saw Meng Tee were appointed as the provisional liquidators of the company on 18 June 2025.

Several resolutions for Coastal Logistics Pte Ltd were made during an extraordinary general meeting held on 14 July, according to a notice in the Government Gazette on Friday (4 July).

The following resolutions were duly passed during the meeting:

As Special Resolution

  • That it has been proved to the satisfaction of the meeting that the Company cannot by reason of its liabilities continue its business and accordingly the Company be wound up voluntarily pursuant to Section 160(1)(b) of the Insolvency, Restructuring and Dissolution Act 2018 (No. 40 of 2018);

As Ordinary Resolutions

  • that Mr. Wong Pheng Cheong Martin and Ms. Koay May Yee, both care of FTI Consulting (Singapore) Pte Ltd, One Raffles Quay, #27-10 South Tower, Singapore 048583 be appointed as the joint and several Liquidators of the Company for the purpose of such winding up; and
  • that the Liquidators be at liberty to open, maintain and operate any bank account(s) or account(s) for monies received by them as Liquidators with such bank(s) as they deem fit; and
  • that a Committee of Inspection will not be formed.

Manifold Times previously reported Nicholas James Gronow, director of Heng Tong Fuels & Shipping and Coastal Logistics, filed statutory declarations for both companies stating the firms cannot continue their businesses due to liabilities.

Both companies were reportedly affiliated with troubled Singapore bunker player Coastal Oil (Singapore) Pte Ltd. 

In 2019, several vessels owned by both firms entered the sale & purchase (S&P) market in Singapore.
