Glander: Evolving cybersecurity challenge in bunker fuel industry

David Varghese, chief financial officer of global bunker trading firm Glander International Bunkering, on Monday (22 January) wrote on the bunker industry’s vulnerability to cyberattacks and how digitalisation in the industry offers crucial defence to fend off such attacks: 

The digitalisation of the bunker industry can’t just be an optional upgrade.

Singapore’s MPA has highlighted the potential savings in man-hours as it pushes its local bunker firms into using e-BDNs, barge data tracking and other digital services.

But this trend goes a lot further than that; it’s an essential defence against some of the cybersecurity risks facing everyone. We can make a majority of all bunker documentation electronic within the next five years, and we will both make the handling of that paperwork easier and more transparent, and do much to protect our industry against evolving threats.

The Bunker Industry’s Vulnerability

The bunker sector’s critical infrastructure automatically makes it a prime target for cyberattacks, because of the potential for significant economic and environmental impact. The industry’s large financial transactions also make it vulnerable, coupled with its lack of cybersecurity measures, employee training and incident response plans.

Bunkering relies on a complex supply chain involving multiple parties. If one or more of these entities has cybersecurity weaknesses, this can compromise the whole chain. At the same time, shipping companies often rely on outdated, legacy systems that may not be equipped for modern cybersecurity threats. Retrofitting these systems can be expensive, which in particular can discourage smaller shipping companies.

Evolving Threats

The financial risk that may be the costliest – but also the easiest to rectify – is fraudulent invoices. Not detecting a fraudulent invoice can lead to operational disruption and damaged relationships, which is why employee training and awareness are pivotal.

Data breaches that can give unauthorised parties access to sensitive information are another problem. Ransomware attacks can halt bunkering operations, causing disruption and potential environmental incidents. Any non-compliance with regulations could result in fines, legal liabilities and reputational damage.

Pitfalls to Avoid

But a move towards electronic record-keeping can bring new problems of its own; get digitalisation wrong, and you’ll expose your company to a whole new set of risks.

Without adequate protection, documents can be altered or manipulated. There are now more phishing attacks, where recipients click on email attachments and links sent by cybercriminals that initially appear legitimate.

That is why data needs to be encrypted and employees must be educated on best practices.

At Glander International Bunkering, we have implemented digital signatures to enhance the integrity and efficiency of our business transactions. These documents signal to the recipient whether or not there has been an unauthorised alteration, or if they are sent from another source.

Working With the Shipping Industry

Upholding the highest standards of cybersecurity to protect our clients’ interests and finances goes beyond our digitally secure invoicing system.

We also share information and work closely with shipping companies, suppliers and industry stakeholders in order to collectively stay vigilant against cyber threats, fortify our defences and respond effectively.  In the unfortunate event of a cybersecurity incident, our team is proactive about reporting the information to the relevant authorities.

We also strongly encourage all companies in the shipping industry to take a proactive approach to protect themselves from potential cyberattacks. The most essential step is to invest in continuous cybersecurity training for employees to avoid human error. An informed employee is your first line of defence.

Beyond that, companies need strict access controls to limit who can access sensitive data. Stronger IT security measures are needed, and updates to older systems. Data encryption and strong firewalls are also critical technologies for business continuity.

Future Outlook

Singapore’s MPA is currently the most active authority in imposing bunker-industry digitalisation. In October the authority announced the introduction of e-BDNs, keeping to an ambitious digitalisation timeline announced at SIBCON 2022.

This initiative is positive, but the pace and success of similar efforts elsewhere may vary. The digital transition is complex, and requires careful planning, regulatory adjustments and cooperation.

More port authorities should be able to enforce electronic documentation in time, especially as more companies gradually digitalise their processes for their own efficiency and competitiveness.

Eliminating paper documents in bunkering, like any other industry, hinges on factors like technological advancement, regulatory changes, adoption rates and the readiness of all stakeholders.

At Glander International Bunkering, we already use electronic documentation for bunker transactions. But since some of our clients continue to rely on paper documents, we maintain a dual approach to provide both paper and digital formats for various regulatory and operational needs.

We are optimistic that a majority of bunkering transactions can be electronic within the next five years, if all factors are addressed successfully.

Kongsberg Maritime to buy Finnish marine propulsion designer Steerprop

Kongsberg Maritime has agreed to acquire Finnish marine propulsion systems designer and manufacturer Steerprop, the latter said on Monday (7 September).

Steerprop has built a strong position as a specialised propulsion supplier, providing propulsion systems for icebreakers, polar research vessels, offshore support vessels and other demanding applications.

 The company has an installed base of more than 400 vessels globally and a significant order backlog, with the majority linked to Arctic and ice-class projects.

Steerprop CEO Riku-Pekka Hägg, said: “From day one, our mission has been to help customers solve complex challenges through innovative technology. Steerprop is growing heavily and have become the market leader in the Arctic propulsion segment, and as we considered the next stage of our journey, we carefully evaluated the strategic options for accelerating our growth. 

“It became clear that Kongsberg Maritime was the ideal partner, with a strong strategic fit, shared heritage, and local presence. Both companies will continue to operate independently until the transaction has been completed. Existing projects, deliveries and contractual commitments remain unchanged, and ensuring continuity for customers will be the highest priority throughout the process.

Following completion of the transaction, the intention is to fully integrate Steerprop into Kongsberg Maritime in a phased and structured manner. 

The integration will focus on safeguarding customer relationships, maintaining delivery performance and retaining critical competence while gradually adopting common systems, processes and operating models.

Auramarine: Marine fuel flexibility will be key to shipping’s energy transition

Finland-based fuel supply systems provider Auramarine on Wednesday (2 September) said it believes shipping’s energy transition is entering a phase where flexibility, not fuel choice, will determine which operators adapt successfully. 

With fuel price volatility, inconsistent alternative availability and tightening environmental regulation at different speeds across regions, Auramarine argued that the right approach to fuel supply infrastructure is now as strategically important as the fuel itself.

“The industry has spent years asking which fuel will win,” said John Bergman, CEO, Auramarine. 

“That may be the wrong question. No operator today can predict with confidence what will be available, compliant or commercially viable in five years. The operators who adapt best will be the ones who built in the flexibility to their fuel strategy to respond as conditions change.”

Auramarine’s own fuel split technology, first delivered in 2019 and now installed on around 20 vessels, reflects this thinking in practice. The retrofit system adds a fuel booster module onboard, allowing a ship to run different fuels through the same engine without the extended changeover procedures dual-fuel systems typically require.

This lets operators switch to MGO or biofuel, for example, to meet an ECA requirement, support maintenance schedules, or respond to fuel pricing shifts, without taking a vessel out of service. Delivered in sections through existing doors and hatches, it can be retrofitted to vessels already in operation.

Bergman sees this need for adaptability sharpening in sectors under the most operational and regulatory pressure. 

“Cruise and ferry operators feel this earliest and most acutely,” he said. 

“These vessels constantly move between regulatory zones and environmentally sensitive waters, so the ability to switch fuel supply without disrupting a schedule is an operational necessity. What’s notable is how many operators in this space still don’t know infrastructure like this exists, despite how directly it addresses what they’re already dealing with.”

Reliable flexibility requires a tailored approach, not just adding equipment. “The best results come from scoping flexibility to an owner’s actual fuel strategy, not adding complexity for its own sake,” Bergman added. 

Automated fuel changeover systems are designed to keep multi-fuel operations straightforward for crews, while a structured maintenance approach ensures inspection, testing and servicing can be carried out safely throughout the vessel’s lifecycle. This is where Auramarine’s lifecycle services play a central role, supporting operators well beyond initial installation with the ongoing servicing, spares and technical support needed to keep flexible fuel systems performing reliably for the long term, whatever the fuel landscape looks like in years to come.

“Over the next few years, operators who succeed will be the ones who stopped waiting for certainty and started building optionality instead,” Bergman added

“In a transition this uncertain, adaptability matters more than any single fuel bet. That’s the conversation we want the industry to have.”

TFG Marine advances global MFM rollout with two US Gulf bunker barges

Global marine fuel supply and procurement firm TFG Marine on Wednesday (2 September) said it continued to expand mass flow meter (MFM) technology across its US Gulf Coast bunker fleet.

The company said two more vessels, Buffalo B414 and Buffalo B304, were recently fitted with the equipment.

“Both supply barges received ISO 22192 certification for their newly installed MFMs last month, giving customers greater confidence in bunker quantity measurement while supporting a more accurate, transparent and efficient delivery process,” TFG Marine said in a social media post. 

“This marks the latest step in TFG Marine’s ongoing investment in technology and best practice across its global bunkering operations, and forms part of a broader push by our North America team to help drive progress across the region’s bunkering industry.”

Last year, TFG Marine announced it reached a key milestone in its global digitalisation programme with the installation of an ISO 22192-compliant MFM on the Buffalo 404, a barge on time charter from American bunker barge company Buffalo Marine Service Inc.

This was the first ISO-certified MFM-equipped bunkering barge operating in the US Gulf.

The installation was part of TFG Marine’s wider strategy to equip close to 90% of its global bunkering fleet with MFMs by 2026 as a commitment towards improving data integrity, streamlining operations and strengthening trust in marine fuel transactions.
