China: CPCA releases convention for bunkering industry to promote mass flow meter at conference

The Marine Fuel Industry Committee of the China Petroleum Circulation Association (CPCA) on Tuesday (9 January) held a Mass Flow Meter (MFM) Alliance Conference in Hangzhou, to promote the use of MFMs in China’s bunker fuel supply industry.

At the conference where Manifold Times was present, the committee revealed a convention for the promotion and use of MFMs in the industry. 

The following is the guideline:

1. Adhere to safe development and promote business operations in accordance with the law. Earnestly implement national laws, regulations and rules, and jointly uphold the quality of MFM standard system.
2. Adhere to fair market competition. Improve the industry and oppose any kind of fierce competition.
3. Adhere to the research and development of bunkering technology, and actively increase investment in innovation. Promote the transformation and upgrading of the industry, promote the modernisation of bunkering vessels, promote the installation and use of MFM in the whole industry, and build a new ecosystem for the marine fuel industry chain
4. Adhere to professionalism and ensure fair and impartial trading process. Strictly implement the requirements of International Maritime Organization and the national standards on the quality and quantity of marine fuel, strengthen quality inspection and testing, and actively participate in the formulation of relevant international and domestic rules and standards.
5. Adhere to strengthen industry discipline and safeguard the overall interests of the alliance. Fulfil the rights and obligations of the members of the Alliance, and promote the promotion and use of MFMs based on the joint action plan of the Alliance.
6. Adhere to the standards first and establish a compliance management system. The members of the Alliance to jointly develop standards and specifications for the operation of mass flowmeters, and establish industry management systems such as quality assurance, safety management and use certification.
7. Promote high-quality transformation and development, cooperation to jointly promote the application of MFMs in the bunker fuel industry, improve the service efficiency of the industry, and help improve the development of China’s bunker fuel industry.
8. Persist in promoting the “white list” MFM system, which is a list of approved bunkering vessels, and determine the standard conditions for shortlisting. Alliance members must commit to give priority to whitelisted bunkering vessels to conduct refuelling business and prioritise those that use approved MFM systems.
9. Adhere to digital applications and accelerate the use of the Internet of Things. Actively promote functions such as video monitoring of bunkering vessels, data transmission of MFMs, and ship position information. To construct an information integration system that is convenient for the supervision department to call, enhance the mutual trust between the bunker fuel suppliers and the government supervision departments, and create favourable conditions for the promotion of MFMs in the industry.
10. Adhere to the industrial chain interaction, with the strength of the association to promote publicity by sharing the bunkering industry’s development of new technologies and innovative business models. Relying on the strength of CPCA, conduct in- depth communication and interaction with the relevant departments, research institutions, shipping companies, etc, and work with the relevant government departments to issue relevant policies to promote the use of MFMs in the industry, to create a healthy, orderly and standardised bunkering market.
