Malaysia: Bunker tanker detained over invalid ‘permission to anchor’ document
Agensi Penguatkuasaan Maritim Malaysia, also known as Malaysian Maritime Enforcement Agency (MMEA), Tuesday late afternoon (4pm, Malaysia time) said it detained two vessels for failing to submit “permission to anchor” (translated from: “kebenaran bersauh”) permits and for suspected ship to ship (STS) oil transfer operations outside the Pasir Gudang Port Limit.
Maritime Captain Zulfadli bin Nayan, Tanjung Sedili Maritime Zone Director, noted at around 4pm the Tanjung Sedili Maritime Zone Malaysian Maritime Operations Center received a public complaint on unauthorised STS activities.
The two ships were detected at about 5pm by Maritime Malaysia patrol boats while at a position of about 4.5 nautical miles northeast of Tanjung Punggai, Kota Tinggi.
Initial MMEA investigations found both vessels were carrying out ship-to-ship oil (STS) activities outside the Pasir Gudang Port Limit. At the time of arrest, the Indonesia-registered vessel had 19 Indonesian crew members while the Malaysia-registered vessel had 10 Indonesian crew members.
The case is being investigated under Section 49 1B (1) (k) of the Merchant Shipping Ordinance 1952, which relates to STS operations without the permission of the Director of Marine and Section 49 1B (1) (l) of the Merchant Shipping Ordinance 1952.
If found guilty, suspects can be fined not more than RM100,000 or jail two years or both for every one offense. Four crew members from each ship were taken to the Tanjung Sedili Maritime Zone Office for further investigation.
Malaysia paper MyMetro specifically identified the vessels to be Port Klang-registered bunker tanker Straits Loyalty and Jakarta-registered containership Tanto Mitra.
