China: Zhoushan port to develop MFM-based e-BDN system for bunkering
Singapore bunker publication Manifold Times attended the China Petroleum Circulation Association Marine Fuel Industry Committee (CPCA-MFC) meeting held at Zhoushan, China in June:
The Zhejiang Zhoushan Free Trade Zone Committee will be developing its own electronic bunker delivery note (E-BDN) system for bonded marine fuel transactions that will be based on mass flowmeter (MFM) technology.
Xu Yan, Deputy Director, Zhejiang Zhoushan Free Trade Zone Committee, China made the statement at a recent China Petroleum Circulation Association Marine Fuel Industry Committee (CPCA-MFC) meeting held at Zhoushan, China.
CPCA, an organisation under the China Ministry of Commerce, is a state-owned entity responsible for the development of oil policies and legislation in China.
Xu said the E-BDN system will provide real, credible and transparent regulatory services to marine fuel buyers and sellers, bunker barges, and offer comprehensive information for customs and other authorities.
It will also aid in online monitoring of oil supply processes, electronic visas and lay the foundation for an open, transparent and efficient ship fuel supply market environment.
In his presentation, Xu noted several industry players gathering to support the growing bunkering industry at Zhoushan.
Among companies are Singapore-based marine fuel measurement engineering solutions company Metcore International which is actively participating in the promotion of MFM for bunkering, he states.
Darrick Pang, Managing Director of Metcore International, told Manifold Times, “We have been invited to support Zhoushan’s efforts to become an internationally recognised bunkering hub by helping the port develop MFM bunkering standards.”
“The port is keen on increasing its bunker sales volume and intends to adopt MFM bunkering standards comparable to the current one [TR 48:2015] applied at Singapore.”
Since 2014, the annual supply of Zhoushan bonded fuel oil has increased from 665,000 metric tonnes (mt) to 3.593 million mt in 2018.
